On 21 June 2026, the Greek Ministry of Digital Governance launched a public consultation, open until 6 July 2026 at 09:00 (local Greek time), on a draft bill entitled “Measures for the Implementation of Regulation (EU) 2024/1689 (Artificial Intelligence Act) – Amendments to Law 4961/2022 and Other Provisions”, setting out the national framework for the implementation of the EU AI Act in Greece.
Among other things, the draft bill provides for:
- the appointment of the Hellenic Data Protection Authority (HDPA) as the lead market surveillance authority and national single point of contact under the AI Act;
- the designation of the Hellenic Telecommunications and Post Commission (EETT) as the notifying authority;
- the introduction of complaint-handling procedures and administrative sanctions; and
- the establishment of an AI Regulatory Sandbox, enabling start-ups and SMEs to develop and test innovative AI applications in real-world conditions with public-sector support.
The initiative forms part of Greece’s wider digital transformation strategy and seeks to create a trusted environment for the development and deployment of AI technologies. By combining regulatory oversight, and innovation-support measures, Greece aims to strike a balance between technological innovation and the protection of individuals’ rights.
To support this objective, the Ministry has already established the Special Secretariat for Artificial Intelligence and Data Governance, responsible for coordinating national AI and data governance policies.

The draft bill marks Greece’s transition from AI policy planning to the practical implementation and enforcement of the AI Act. Businesses developing, deploying or procuring AI systems should closely monitor the legislative process and begin assessing how the forthcoming national framework may impact their AI governance, risk management and compliance programmes.
