The conversion of port facilities into urban ones is based on the long-standing public and professional need for the integration of urban, residential, and commercial facilities in this area, i.e. on the need for active coexistence of the port and the city.

By moving port activities from the Delta and Baros ports to other locations, the spatial and location potential of this area is directed towards creating a new and recognizable part of the city center which with its contents, appearance, and quality of public spaces will become a place of new city identity, active coexistence. with the sea, but also to outgrow local frameworks and position Rijeka as an example of the successful transformation of port cities in the Mediterranean.

In order to achieve the described goals, in the southern Delta alone, the possibility of building about 200,000 m2 of the gross developed area of ​​new buildings has been opened, and within the Baros marina another 50,000 m2.

The project involves the construction of:

  • central city park of 4 ha in the northern Delta area;
  • various city facilities (residential, business, commercial, catering, entertainment, hotel, city multi-purpose hall, aquarium) in the area of ​​the southern Delta, on an area of ​​10 ha;
  • marina Baros, area of ​​about 10 ha.

According to the current status of the area (maritime domain), and the existing legislative framework, it is possible to announce an international public tender for the award of concessions.

An international public tender for the urban-architectural solution of the Delta area and the port of Baros was conducted. Three equivalent works were selected, which represent the given framework and the necessary basis for the development of spatial planning documents for investors who will compete for the concession in the Delta and the port of Baros.
